Can Resin Be Laid Over Block Paving?

The short answer
Not directly. Block paving moves independently, so resin laid straight over it will crack along the joints within a season.
In more detail
The correct approach is either to lift the blocks and rebuild the sub-base, or — where the blocks are sound and well bedded — to lay a permeable binder course over them first, giving the resin a single continuous substrate.
At Penrith we lifted the blocks entirely. The sub-base beneath had settled unevenly, and no surface would have stayed true over it.
